Public Health Sanitarian 3

Position: Full time, permanent
Description: This position is responsible for the enforcement of state statutes and rules which govern the plan review of restaurants, hotels/motels, resorts, boarding establishments, lodging establishments, alcoholic beverage establishments, manufactured home parks, recreational camping areas and children's camps and public swimming pools. This position will become an expert on the Abigail Taylor Act and will assist the pool engineer with inspections and plan review.
Salary: : $20.70 - $30.45 hourly
Minimum Qualifications: Registration as a Sanitarian/Environmental Health Specialist AND a Bachelor of Science degree in Biological Sciences, Chemistry, geology, Hydrology, Hydrogeology, Public or Environmental Health, Food Science/Technology, Toxicology, Soil Science, Environmental Studies/Ecology OR Civil, Chemical, Environmental or Sanitary Engineering AND 3 years of public health investigation experience related to food, beverage and lodging or public water supplies. A Master’s degree in one of the above areas will substitute for 6 months of experience.
Desirable Qualifications: Extensive knowledge of state statutes, rules and applicable federal requirements relating to the regulated industries including but not limited to, rules pertaining to food safety, lodging establishments, swimming pools and general knowledge of on-site sewage disposal systems, water wells, public non-community water supplies and plumbing. Knowledge of many technical areas of public health is necessary to conduct thorough inspections and to provide accurate information to the establishment owners. Knowledge in the following areas of disease and injury causation and control: microbiology, virology, parasitology, epidemiology, communicable diseases and health care issues, safe food handling practices, hazard analysis critical control point (HACCP) inspection approach, food and beverage equipment standards, procedures for investigating foodborne and waterborne illnesses, swimming pool operation. General knowledge of laboratory techniques, plumbing code, uniform fire code, building code and the hospitality industry is desirable. Excellent written and verbal communication that is clear, concise and accurate. Public speaking skills are necessary to provide effective training seminars for food handlers.

Description: : The position exists to: 1) provides planning assistance that includes mentoring, policy and budget development, ordinance writing, and empowerment transfer to local public health agencies that wish to develop and improve delegated programs, 2) participates in the planning and development for a comprehensive, effective results-oriented, multi-agency, statewide environmental health services program, 3) coordinates training, provides consultation, and participates with local and state agencies in environmental health services regulatory, compliance, and enforcement activities, 4) acts as a mentor, leader, and problem-solver for inspection staff and agency leaders, 5) conducts surveys, does analysis, and evaluates state and local delegated environmental health services programs, makes recommendations to assure that standards set in rule are achieved, and makes recommendations regarding the continuation of delegated environmental health programs, 6) coordinates activities with the Minnesota Department of Agriculture, and 7) attends required safety courses and maintain expertise in the use of safety equipment and in the technical aspects of the job to ensure a safe work environment.
Salary: : $22.18 - $32.69 hourly
Minimum Qualifications: Registration as an Environmental Health Specialist/Sanitarian in MN or applicant must obtain registration within the 6 month probationary period. Bachelor's degree and 2 years of professional experience in the planning, implementation and administration of environmental health, public health or environmental protection programs. Desirable Qualifications: Master's degree in a relevant field. A Registered Sanitarian with 5 years of experience with regulatory inspections, who has attended training courses and seminars, and who has supervised other sanitarians is desirable. Familiarity with information systems commonly used in Environmental Health Services programs in Minnesota is also desirable.

Environmental Health Interns (3 positions)

Description: The City of Bloomington is seeking 3 individuals to serve an internship from May through August 2010. Under the direction of a registered sanitarian, interns will be responsible for conducting rental housing inspections, inspecting licensed public swimming pools, investigating nuisance complaints and working in other environmental health areas as needed. Opportunities may be available to do directed projects if they fall within the scope of our division.
Salary: $15.55 to $16.25 per hour
Minimum Qualifications: Bachelor’s degree or earning a degree in Environmental Health, Environmental Studies, Public Health, Biology, Chemistry or a related field. Must have completed 2nd year of degree program.
